fix: 修复配置类接口缓存问题，统一添加cacheFor:0绕过alova内存缓存

1. 为所有获取应用配置、审核数据、爱心配置、评论列表、插件可用性的接口添加cacheFor:0参数，确保配置变更后即时生效 2. 修复home.vue和maintenance.vue的缩进格式问题，统一代码风格 3. 新增uni-halo项目开发规范文档
